I am not sure I understand, but have to say openly: I am not able to stop anyone from entering, after all this is an individual contest.
Maybe we could count the comunity score (1 point for honorable mention, 3 points for prize) and divide it by the numer of people entered from this community. And then, compare such weighted scores. What do you think?

Eu gostava de participar.

Mas tenho umas duvidas, participa cada comunidade uma vez por cada tema, ou na mesma comuidade pode haver mais que uma equipa a participar no mesmo tema.

Gostava de pedir que com o tempo algum de voces fosse traduzindo as regras de participacao, eu tentei mas ha ali promenores que me escapam

A paricipação é livre, portanto quem quiser pode participar (ou não) em todas as categorias que desejar. No final do concurso as pontuações de cada equipa são "pesadas" e quem tiver maior pontuação ganha.

Cada menção vale 1 ponto, cada prémio vale 3 pontos. A pontuação total é somada e divide-se pelo número de participantes da respectiva equipa
